[FIXME] yukawa: add panfrost dri files uevent rules

FIXME: see if this can be parameterized based on TARGET_USE_PANFROST
from the makefile.
Based on a quick look I couldn't see any way to conditionally include or
specify rules based on paremters or android properties.
