This is a squash of a whole pile of CHROMIUM patches in 3.14 to make
it so that we can make a whole pile of resolutions that were found in
monitors / TVs in the wild.  A few overall notes:

1. In general clock jitter is a huge problem on rk3288 for HDMI.  Much
   care was taken for each of the rates listed here to confirm with a
   signal analyzer across several machines that the clock rates were
   in spec plus margins.  This included knowing exactly what PLL rate
   each pixel clock would map to and confirming that the given PLL
   rate was made in the most low-jitter way possible.  The list of
   sane pixel clock rates is likely only the right set of pixel clock
   rates for rk3288.

2. There are some rates here that are "sloppy" in that they make a
   rate that is pretty close to the requested one.  We previously
   decided that these were OK.

3. For reasons described in the linked bug (https://crbug.com/970892

),
   there is currently no good path to sending this upstream.
