RK3588 HDMI-TX support

RK3588 has two HDMI output controllers. Downstream and upstream drivers diverged quite a bit, but filenames are identical.

Tasks:

• Get HDMI working
  • Add RK3588 support to existing VOP2 driver (handled by Rockchip)
  • Port HDMI PHY driver
  • Extend synopsis HDMI bridge driver to support HDMI-QP IP variant
  • Update DT binding for VOP and HDMI
