Stop looking for a value from a virtualenv and make
/etc/lava-server/instance.conf be only a default value
for the INSTANCE_NAME in /etc/lava-server/settings.conf
Allows packaging to drop the prompt asking for an instance
name.
Also describe how to update the db port on the rare
occassions when this might be useful.

This is required to allow slaves to use ROUTER sockets (instead of DEALER).

This also fix an issue when two slaves are using the same identity. Without
this patch, zmq will accept both connections.
