Always sync all branches on kernel-next repositories.

Currently, each kernel-next repository only syncs the current branch.
This means that each version of the repository only has some of the
references -- so when git runs its garbage collection, it won't know
about the objects from the other branches. Setting sync-c="false" helps
with this as it prevents these objects from getting cleaned out.
