	* layout.cc (Layout::choose_output_section): Add is_reloc parameter.
	Adjust all callers.  Do not use linker script for is_reloc sections.
	(Layout::layout_reloc): Pass is_reloc == true.
	* layout.h (Layout::choose_output_section): Add is_reloc parameter.
