Fix subsurface issue

Sergio Gómez Del Real requested to merge sergiogdr89/wine-wayland:subsurface_issue into wayland

Not sure if "wayland_win_data_is_popup_of" is the best name for the function, since having a parent surface happens in cases other than being a popup (like being a child window).
