Pacstrap action: add option to specify package list to be installed

Santosh Mahto requested to merge pacstrap-packages-swap-spam-xx-base into swap-spam-xx-base

Before We have been hardcoding package names to pacstrap command
which we want to install early. So pacstrap action
option 'packages' which takes a list of packages to be
installed by pacstrap.
