Bump to bookworm

Daniel Almeida requested to merge dwlsalmeida/gst-build-sdk:switch-to-bookworm into main

GStreamer requires meson >= 0.59 to build. Newest meson version in bullseye is 0.56, therefore the container is unable to build the GStreamer codebase.

Fix this by bumping the Dockerfile to bookworm. Also bump the rootfs while we are at it.
