Add graphics & multimedia packages

Detlev Casanova requested to merge detlev/debian-image-recipes:add-gfx-dependencies into main

Adds the basic graphics and multimedia packages, including latest mesa, and rockchip gstreamer.

Also add the user the the needed groups

This uses some more space so extend the base image size and setup repart.d to grow the rootfs at first boot
