ROCK 5B: Automatic PCI enumeration

The network interface of ROCK 5B is connected via PCIe, so PCI_INIT_R should be enabled by default to have network support.

This is not different to having to do usb scan for usb network cards ; though it's surprising that pci scanning is so slow indeed :)
