We create a data yaml to store known information about the regressions
found by KernelCI. It is a preparation step for regzbot integration later.

For now we just show the yaml data in the bisection report, adding
information about the regression status and the possible regzbot
commands.

While at it, refactor the bisection template to have the data
visualization cleaner.
