Add initial roadmap proposal

This MR is not ready for review. It was intended to make sure that introduced changes didn't break the docs.

Roadmap still requires splitting key areas into tasks, adding them to the tracker and estimating necessary resources.

Actions above will be split into separate MRs to reduce reviewers' engagement to the minimum (also only topmost commit should be reviewed as a part of this MR, the rest has been submitted as a separate MR for this purpose).
