Manage task numbers

Internal task numbers are not relevant when publishing documentation to the GitLab Pages but might be useful for cross-referencing ongoing efforts.

For non-public Hugo builds internal task numbers can be replaced with tracker links.

This MR might not be needed at all after discussion on a meeting. Its main goal was to drop unnecessary information but it was pointed out that task tracker numbers do not pose a threat of internal information leakage.
