device-types: Add boot_character_delay to meson-g12b-common

Christopher Obbard requested to merge wip/obbardc/vim3-mainline-u-boot into collabora/staging

When Meson G12B devices (e.g VIM3) are flashed with mainline U-Boot, it seems like we need a short delay between sending boot characters. Add the bootloader character delay when mainline U-Boot is used.
