Restart scheduler on failure

Paweł Wieczorek requested to merge pawiecz/lava:restart-scheduler-rollout into collabora/staging

This patch is a temporary work-around (famous last words). It should be replaced with a restarting policy once LAVA services are separated in Collabora deployment.

This MR should not be merged if a better solution is proposed by February 17th.
