  - All checkboxes are functional, partial functionality for buttons.

  - Security SSL checkboxes on non-Mac platform TBD.
- Added placeholder files for Browser and Personal option panels.
- Moved placeholder CSS into a new options_page.css file.
- Unit testing TBD.
