Registering an IO Handler can fail (crbug.com/372194029). This CL
ensures that all callers handle the failure correctly, instead of
ignoring it. Also, it leverages DumpWithoutCrashing and a crash key
to collect detailed reports when registration fails. We have evidence
that the failure is sometimes caused by 3rd party software, but need
more detailed reports to determine whether that occurs frequently.
