Add initial .gitlab-ci.yml CI configuration

This is to enable CI based Docker Image builds for our OBS Docker Container recipes

All CI Build jobs, after the latest revision, have passed. https://gitlab.collabora.com/obs/docker-obs/pipelines/8045

I also created an additional MR for docker-compose to use these built images from CI Container Registry !14 (merged)

Do you mind squashing the commits, at least the "Apply suggestions" ones?
