Merge from Debian buster, improve patch metadata

  • Merge from Debian buster. Remaining changes:
    • d/p/collabora/0001-Add-a-new-changelog-entry-for-debian-packages.patch: Add a new changelog entry instead of altering the top changelog entry
    • d/p/collabora/0002-workaround-ptmx-issues.patch: Work around a /dev/ptmx device node not operating in the same namespace as a new instance of /dev/pts on kernels < 4.7
    • d/p/collabora/legacy-support-ddeb-packages.patch: Collect *.ddeb packages from build results
    • d/gbp.conf: Configure for Collabora
  • d/p/collabora/0002-workaround-ptmx-issues.patch: Rewrite patch metadata to explain what's going on in this patch
