On cold start, the scheduler might end up waiting for quite a while
while trying to retrieve the projpacks. During this time, the srcserver
may have sent us configuration events for changes that affect the
processing of projpacks, but those won't be handled until after the
projpacks are processed. In particular, if DoD is disabled initially but
enabled while waiting, the projpacks will be processed with the
assumption that DoD is disabled, which causes projects that need DoD to
be set up incorrectly.
