The helper function make_scoped_refptr() doesn't match the base/std naming convention for make to construct the object. Now there is MakeRefCounted() to make a new scoped_refptr and WrapRefCounted() to wrap something in scoped_refptr, similar to MakeUnique() and WrapUnique(). This is a purely mechanical regex search and replace.
