dsc: Add patch to collect all build results from the changes file

The purpose of the changes file is to list everything that is to be installed into the Debian archive, including *.deb, *.udeb, *.ddeb and *.buildinfo. If it's good enough for Debian then it's good enough for us.

This supersedes an earlier change to collect just *.ddeb files (!10 (merged), !11 (merged)).

Includes and depends on !12 (merged).

This should probably be upstreamed after we've tested it a bit (I'd like to try it in projects that build ddebs and udebs before I upstream it).

!10 (merged) never went upstream, so when upstreamed it won't be true to say that it supersedes anything.
